On March 3, 2010 this picture was taken with my cell phone in front of The Superior Court building at 1415 Truxtun Ave. I went in the courthouse around noon and told the deputy at the metal detector that the flag was upside down. He went and looked and said no it wasn't. I left the court thinking I was mistaken. I was driving by the courthouse again two hours later and parked, got out and took the picture, went back in the courthouse and showed the deputy the picture. That was around 2:00pm. It had been upside down almost the entire day,
