"Trimmed" tree in parking lot

Where is the shade?

I hear people all over Bakersfield complaining that there is no shade. I went to Target this morning on Mall View Road and this is what I found in the parking lot (refer to picture). My questions is: First, who "trims" a tree like this (cutting it down to sticks) and second, why "trim" a tree anyway, when parking lots need shade. There is absolutely NO logical reason for the tree's in this parking lot to be hacked. I go to most any other city in California and there are tons of beautiful tall, lucious trees, full of branches and leaves. WHY would anyone do this?
