These were taken at 10AM, 12:30PM and 2:30PM with little or no change in the cloud. It was taken on the playground at Cummings Valley School, Tehachapi, CA and was east of the school. Wind was blowing all day but this huge cloud never seemed to move, other small clouds did but not this one...

I took a picture of the same cloud. No clouds in the sky, the wind blowing all day and it hasn't moved. Very strange.

As part of a crew working all day outside in Mojave, we saw the same cloud that was there from 6 a.m. to 6 p.m. and never moved although the wind never quit with sustained winds of 30 m.p.h and gusts that easily topped 75 m.p.h. ALL DAY!
