TEHACHAPI, Calif. (KBAK/KBFX) — A Tehachapi woman is grief-stricken and outraged after a neighbor's pit bulls allegedly attacked her miniature horse.
Shirley Toler said Piper, a pet of 15 years, was killed last month. The dogs had bitten much of the horse's face and neck.
Kern County Animal Control said the dogs weren't properly secured and clawed their way into Toler's yard.
After a hearing earlier this month, pit bull owner Jeffrey Frost was ordered to pay a fine and build a stronger kennel. The dogs couldn't be euthanized, Animal Control officials said, because this was their first record episode of aggression.
