New report ranks the San Joaquin Valley one of the nation's poorest

Taking the “Measure of America,” that's what a new report claims to have done and the news is not necessarily good for the Valley.

The study ranks San Joaquin's 20th Congressional District the nation's poorest in terms of "human development."

The report gave low marks to Kern, Fresno and Kings Counties when it comes to income, health, and educational attainment.

The “Measure of America" study, funded by Oxfam America and other non-profits, says only 6.5% of residents in the district have college degrees. While the median income in the region is not even $17,000.

The 20th district is represented by democrat Jim Costa.
