2 arrested after toddlers found bound with tape over mouths
BAKERSFIELD, Calif. (KBAK/KBFX) — Police have arrested two people after children were found bound and with duct tape over their mouths.

Officers were called Thursday by Child Protective Services about a possible case of abuse in the 1200 block of Monterey Street. There, officers discovered that Jose Picazo allegedly used duct tape on the mouths of two 14-month-old children to prevent them from crying. He also allegedly bound their hands behind their backs with the tape to prevent them from fighting.

Another person in the home, Sorida Carabantes, was aware of Picazo’s actions and failed to provide adequate protection for the children, police said.

Both face possible charges of felony child endangerment. The children were taken into protective custody.
