Woman blames county for flooding in her garage

BAKERSFIELD, Calif. -- Northeast Bakersfield homeowner Lucy Duarte has learned to fear the rain, and with good reason.

"I come out (of the garage) and there's all this water rushing down the alley and falling right in," said Duarte.

That pooled up water ended up flooding Duarte's garage and caused other problems. She pointed out spots where the water appeared to be eroding away a portion of her brick fence.

But Duarte is mostly concerned about the flooding that's happening in the garage.

"I mean look at all the damage," she said. "What's that going to do to that board down there?" Duarte was talking about the water's effect on the wood frame.

Duarte tried to hold back the water as best she could by creating a dirt barrier, but she warned, "That's not going to hold, it's dirt."

However, the rain is only part of the problem.

According to Duarte, when the Kern County Roads Department removed the asphalt from the alley behind her house, that took the channels that would divert the water and left lots of dirt.

According to the roads department, the alley isn't scheduled to be repaved until the summer. In the meantime, Duarte said the roads department told her to put down sandbags. But Duarte doesn't think she should have to do that.

"We're not getting nothing done," said Duarte. "It's like we're being ignored or neglected, and it's frustrating."

To make matters worse, more rain is on the way.

"Who knows how much rain we're going to have this season," she wondered. "We need the rain, yes. But, obviously it's going the wrong direction here."

Eyewitness News has contacted the county roads department about this issue, and it is still investigating.

Eyewitness News also called Kern County District Supervisor Michael Rubio, who said he will look into the issue, as well.
