BAKERSFIELD, Calif. -- After the initial Eyewitness News investigation into smell complaints about Robinson Calf Ranch, it learned that the ranch wasn't properly permitted by Kern County Environmental Health.

Thursday morning, Wayne Lugo, the owner of the ranch, said they were doing their best to comply.

"We've done everything we can to keep it as clean as possible," Lugo said.

Lugo said complying with several different agencies has kept them sorting through paperwork. Brian Pitts, of the health department, said investigating offensive smells can be a tough job.
