OILDALE, Calif. -- A trailer park is in the dark, because the owner of the park has not paid the Pacific Gas & Electric bill.

The residents at the trailer park at 106 McCord Ave. are upset that they have had no electricity since Saturday. They say they pay their rent to Jose Perez, who owns the property, and the rent includes all the utilities.

Richard Madson has lived in his home for about a year. He suffers from chronic obstructive pulmonary disease that makes it difficult for him to breath. Using a nebulizer is something he depends on everyday to survive, but a nebulizer runs off of electricity. He is now using his emergency inhalers instead.

Richard says staying warm is very important for him to stay healthy. He has an electric heater in his trailer, but without that working, he says he is forced to keep his gas stove on as a source of warmth.

PG&E representative Denny Boyles confirmed to Eyewitness News that the electricity to the trailer park has been turned off until the bill gets paid.

The owner of the property told Eyewitness News that he paid the bill on Tuesday, and the electricity should be on, but his story did not match up to PG&E's records.

Perez says he didn't pay the bill, because he claims more than half of the tenants did not pay their rent on time, so he didn't have the funds to pay the electric bill.
