Disabled man claims discrimination against CSUB amid confusion

BAKERSFIELD, Calif. -- A disabled veteran claims California State University, Bakersfield does not know its laws and has discriminated against him.
On Saturday, Larry Walker says he was on campus taking his two grand children to their hockey games. He looked over towards his car and saw an officer getting ready to write a ticket. Walker was parked in a handicap parking spot and his license plate is a disabled veteran plate. Still he says the officer said Walker needed to purchase a daily parking pass. Walker told the officer that he was wrong but eventually went and bought a parking pass for $2 so he could get back out and watch his grandchildren play with the agreement that the officer would e-mail him the laws stating why he needed to pay. Walker received that e-mail and looked up the law that was quoted. In that law "it clearly states visitors that are handicap are to be provided free parking in handicap zones" says Walker. But that law only applies to University of California campuses, not California State University campuses. CSUB Police Chief Claudia Neal says his officers followed the book and provided Eyewitness News with the section of the law stating that every car shall purchase a permit. "We have a lot of students, faculty and guests that are also disabled, and I don't know if the general public realizes, but all the students, staff and faculty also pay for parking", says Neal. The school is planning on possibly changing wording on its Web site to make it easier for the public to understand the laws regarding parking for the disabled. |
