BAKERSFIELD, Calif. -- A couple living at the Valley Springs Apartment complex, managed by Pinnacle Properties, says every time they flush their upstairs toilet that water gushes downstairs to the front entryway.

Tymakia Roman and her boyfriend, Steve Upchurch, fell in love with their home, but after about two months they say they started to see little drops of water come down from the ceiling and it just kept getting worse and worse.

"Every time we go to the office, we complain. Every time we see them walking, we complain. We always complain. We even put in little notes complaining about it, (but) they don't fix it," said Roman.

With a little push, the toilet moves a couple inches each way and has developed what appears to be mold around the bottom. The couple says they now see roaches come out of that hole where the toilet should be secured.

This is the same complex that Eyewitness News reported on Thursday, when about 80 residents received three-day notices that they needed to pay months of water bills or get out.

Lease agreements show some residents are not responsible for water. One woman is being charged more than $400 for over a year of unpaid water bills.

The residents said they didn't receive actual water bills from the water company. Instead, were told to just give the office "whatever they can."

"I've been living here over a year now, way over a year, and now they're sticking us with this," Upchurch said about the water bills.

Eyewitness News has attempted to make contact with the property manager. They have not returned the calls and the office the door has remained locked.
