Apartment residents surprised at big water bills

BAKERSFIELD, Calif. -- About 80 residents received three-day notices at the Valley Springs Apartment Complex at 400 White Lane, claiming they need to pay months of water bills.

Overnight about 86 letters were posted on doors with different amounts owed.

Some residents say they have never paid a water bill since living at the complex and when the new management took over things changed.

Steve Upchurch says, "I've been living here over a year now, way over a year, and now they're sticking us with this."

Lease agreements show some residents are not responsible for water. One woman is being charged more than $400 for over a year of unpaid water bills.

The residents say they do not receive actual water bills from the water company, instead they are being told to just give the office "whatever they can."

"I want to pay rent. The water is really supposed to come with the rent," said tenant Tymakia Roman.

Eyewitness News left messages for the managers of the property, but they have not returned the calls.
