BAKERSFIELD, Calif. -- Two cities in the San Joaquin Valley rank among the most drunk cities in America. The list was compiled by Men's Health magazine.

Fresno is No. 1, followed by Reno, Billings, Riverside, Austin, St. Louis, San Antonio, Lubbock, Tucson and then Bakersfield.

"People can't work. They drink," said Guy Porter of Bakersfield.

The survey was based on data from death rates from alcoholic liver disease, alcohol-related car crashes, frequency of binge drinking in the past month, number of drunk-driving arrests and severity of drunk-driving penalties.

"It's a small town. There's less to do. There's less alternative activities, such as sports and plays to go to," said David Cameron of Los Angeles.

Others are skeptical of the list. Law enforcement is more aggressive in pursuing drunk drivers, which can drive up the numbers, they say.

Bakersfield police reported making 920 drunk-driving arrests in 2008 and 992 drunk-driving arrests in 2009. Drunk-driving checkpoints increased from 12 in 2008 to 27 in 2009.

The least drunk cities listed are Boston, Yonkers, Rochester, Salt Lake City, Miami, Newark, Durham, New York City, Fort Wayne and Manchester.
